In 2019, Julien-Loïc Garin founded Le Cercle, a Consulting and project lead company in the cultural field, dedicated to support institutions, brands and corporate in the vision and implementation of cultural strategies and arts-related events in between Europe and Asia.
Firm believer in accessibility and culture for all, Julien-Loïc launched the online platform Culture Plus Asia to change the vision of the arts in Hong Kong, in 2021

Julien-Loïc Garin is a member of the Executive Committee and the President of the Creative Industries Committee for the French Chamber of Commerce in Hong Kong.
